l2j freya territories

Sorry If I'm at the wrong place, but what I noticed is, like in 4-5 l2j freya servers the new territories ain't working.

For example, next to Oren, that spear-favourited area was full with c4 mobs. Is it because the server owner disabled it, or its not involved in l2j yet? Wanted to farm faster adena, and wanted to try it out but I couldn't.
