so if some1 has a static ip address the only way to change it would be to do it manually or should he ask his internet service provider to change it for him?

you can use some IP scanner to find out other IP's and MAC addresses and change both of them (because ISP's that have static IP's usually assign them by MAC)

 

and ... ISP don't just change IP's because u got perma ban on some game ...

they could ban your IP by this way: 123.456.0.0 (When you change your IP the half part remains as it was)

 

but it will ban all people from city usin the same connection
