Need Help!

Hello i just started up my server and its online im able to connect from a laptop and i checked status on  http://status.blackout-gaming.net

but my friend is unable to connect he can get past the login and when he gets to server select he sees the server and it says light but ping is 9999 and when he clicks it nothing happens anyone know whats wrong?

btw what ip u put on server ?

I Put my computers ip in the ipconfig.xml file only in the top
