With FTP you won't be able to execute any file: ftp, sftp & ftps are for file transfers only.

To be able to execute a file you should have some kind of SSH server like freeSSHd:

it give automatic access to the users to start exe files or i must give that access , because i tried with  WinSCP and give me an error that it take to much time to start the respective file.

You probably didn't enable ssh after installation, didn't open the right ports or did use the right port from WinSCP to connect..
