Creating website on my computer

Hey guys, Im trying to make the website for my server, and im trying to make it with some nice features [as acount manager, donate system]

But as i read and all, I see I cant host it in a Webhosting, because it need's to be directed with L2JDB. So I need to create it on my computer.

How I do it? I searched the whole forum, and google and I coldn't find a Guide for it.
