[Help] Hellbound

i want to make a lan server for my internet cafe and i dloaded the l2jserver files from their svn.

 

i want to test the hellbound island quests if they work. i can manually change the hb lvl from navicat the server lvls up hb from lvl 10 to 11 with the start of it but i cant access the jude's quest there are no mobs in anomic foundry. from my point of view hb lvls up but for a reason i havent yet found does not loead the quests for the level i set.

 

any suggestion for how to make my hellbound free for all and no prequests needed to access all quests ?

so the main reason for the quests to work is that my hb isle is still locked ?

 

i changed manually the lvl and the trust needed but the isl is still locked ?
