About casting speed (too fast)

Hi guy, i see my friend play on l2 epilogue server.He has amazing casting speed.So i ask him how can he does that.He says he uses l2phx.

So who can know how can he do. Please answer me.

lol i am noob here too but i think that he uses codecs on the l2phx to improve stats, >>>maybe<<<

I thinks he does it by increasing the effect of 1 buff (Acumen) x2 or more..but he can't have more than max cast.speed that admin has setted
