In my opinion, there's no useless buff, since NCsoft must have had a reason to create each buff. However, we barely use some skills, as the majority of maxcheaters' users play on high rate servers.

In low-rate servers bless of eva is usefull if you need to swim alot

or if you go fight the Giran-Rb's you need to swim alot

then its usefull :)

I played in Low Rates and i dont used it.

Or what about Create Common Item on every classes

if you fight giran rbs you dont need to swim under the water so you can stay on the top and than no need for it only good usage as i said garden of eva(i think thats why the buffs name)
