Killable NPCs

I have another slight problem. Every NPC on my server is able to be killed. It's quite a nuisance that I am not sure how to fix. I've looked through the config files, but maybe I missed something. Can anyone tell me what the issue is?

If you aren't capable of doing what Coyote said you can always edit the npc's HP to 99999 and Pdef to 99999  or whatever :P
