I had that too when upgrading.. Try to completeley remove the old version, restart, and try to install the new version again.. (I think this helped for me but its a while ago so I dont remember 100 %)..

already tried...

Removed: "Remove instance"

removed from: "Start -> control panel -> Intall / deleted program"

removed from: "My coputer/program files/mysql"

ReInstalled

again error 0

I think it was something with the as windows service and with the firewall why it didnt work.. Lemme try to remember more its early in the morning and I got a little hangover. :P
