Yeah possible, just change wanted town type for example to "Arena".

   <zone id="11020" type="Town" shape="NPoly" minZ="-3800" maxZ="-3300">

  <zone id="11020" type="Arena" shape="NPoly" minZ="-3800" maxZ="-3300">

And then the town would be chaotic (pvp-like).. :D

 

P.S: There is already full tutorial how to do custom zone with java...
