Paypal Problem

I tried to make 2 payments but it asked for a credit card. I had made 2 payments before but it didn't require a credit card.. Any solutions?

U have to go to a bank and make a paypal account in order to activate it..:/

F@CK but why? I could pay without having a credit card or smth like this. I had bought a paysafecard, transfered the money and paid. Why is this happening now?
