How do you edit the L2.ini

How do you edit the L2.ini . I found the file and i have a editor when i decrypt it it just come up with a L.

When i open the ini with notepade i get.   Thanks for your help

first you must patch youre system.. then you can decrypt it or use w/e tools..

downlaod the l2editor and open with editor and you can use it
