It's already summoned, check IG for God's sake x.x And i can't find a reason why you wouldn't be able to summon it if i hadn't already done it... Anyway, yes you can and it is already summoned  :)

An other way: Press //admin and press spawn...

Write the name of npc and press Spawn By Name and u will find it!
