you need mysql ... navicat ... and simple .. download a template from a site and paste all the thingys in /main/ and if u want a new forum download phpbb2 or whatever and paste all the includments on /forum/

are talking about no-ip site? for example for a server right? you will loose allot or all your bandwith :/

ok when u build your site and open it .. just make a no-ip with redirect to port 80 and BOOM ... u ve done

probably your 80 port is blocked, set from your router the port 8080 to be open and

search/replace on (Apache2\conf\httpd.conf) where 80 make it 8080
