Does anyone know what controls Enchant Effect? Am example is below with the cloak and may want to get rid of enchant effect completely if possible.

Moved to client dev section.

Nobody knows?

id like to know how to enable/disable as well. after adding some custom gear i cant seem to find what triggers it.
