Do I need an experienced Dev to do a job for someone I can trust?

Well, i mean yes, you can't hire a random dev and trust him without any reputation and feedback.
If you pick untrusted dev, he can steal your files, mess up your server and other bad stuff. 

I would suggest looking in the marketplace as there are a lot of people that offer l2j developer services that are highly known and trusted: Brut, Zake, Gabriel etc
