Help eclipse can't distinguish Russian characters

Мужчина" : "Женщина  any idea why eclipse shows these characters instead of Russian alphabet? 

I installed Russian lang on windows.

I update my old eclipse version of 2k17 to the newest+ downloaded some plugins + Russian language pack, but still no luck.

window => preferences => general => workspace

 

change file text encoding to utf-8
