Help Phantoms players

Hey I have on my server file 

Phantoms 

Can u tell me how i enabled the fake players and spawner them to me ??

If you use acis you need to add the command in accessLevels.xml

If you use acis you need to add the command in admin_command_access_rights.sql

I've already added it.
I want to know how to spawn the phantom in the game ?

I write //phantoms_spawner 

but they don't spawn it 

the system told me the new phantoms create .

?!
