How the hell doese a static ip help me run my server and what is it?

i've read in a tutorial here that i need to go too www.no-ip.com what do i do there?

 

i dont get it,, who can help me out?

Man go and make 1 account,make 1dns,and in game server /loginserver put the DNS

here in maxcheaters there is a buton "search" use it, cauz ihave found this..
