Copy features from old l2cartel/renaissance/hooligans, call it whatever you want and let the people come and enjoy the pvps.

BP allowed in PI, so there is the main pvp zone & just 3 farm zones, not bosses, not everything. Just the raidbosses are fine with not crazy drops.

Working Vote system to buy RBs and not buy farm(just votes) and thats all.

Find and copy the top servers' features and you're good to go, just like that l2smart is about to do.
