Help Block Passive Skill In Olympiads

hi, i am try block the VIP skill in olympiad, that is passive on my server, but all that i  try not work.

 

i try in territory, but not dispel and not block skill passive.

i try on "operate_cond={{op_not_territory;" and not work too, the skill continue appear on char and giving status.

 

please, someone can help me on this hard tip?
