[HELP]With Static-ip dont work Server login

Hi guis . i dont know of that topic is right for my question. one of my friends has give to me a modem rooter i install it. To my subject i static ip and when i go to put the ip in to login server logins dont work it say to me :

FATAL: Failed to start the Game Server Listerner. Reason: Cannot assign requested address: JVM_Bind
