Well it looks like an old post but if someone looking for an answer, here you go ...

Go to Visual Studio > Create a new Project

Select "Class Library" as Project type and then when you build that project it will produce a .dll file not an exe , so you can reference to that .dll file in any other project or whatever you gonna use it for.
