Hello is it.possible.to make a dll file with visual studio and what.is the code.to start another.dll or bin file? Is shell command.working?

Well it looks like an old post but if someone looking for an answer, here you go ...

Go to Visual Studio > Create a new Project

Select "Class Library" as Project type and then when you build that project it will produce a .dll file not an exe , so you can reference to that .dll file in any other project or whatever you gonna use it for.
