Discussion Can We Do That ?

as we see from lineage 2 they made many java servers and off server and many programmers  ..  I don't have any experience about files etc.. but can we make lineage 2 for example high five be more resolution or make mods like other games for example skyrim .. because i can put alot of things on it  but i don't see that in lineage 2 is this impossible ? if this possible why we don't see that ? we just see custom weapon 

I compare skyrim because it's good quality but u can download and put 4k ..
