Click on configure, go through the wizard and make sure you have checked "Change the default database to" and select lin2world there.

Open black_ips.txt in notepad and delete everything from it.

Then reload it and try again...

Sorry I maybe don't understand :) You want l2off command to set character level? Try //setparam level 76
