is like this as i know you need different ip and port to do a proxy server...thats means different vps...

Yes, that's correct. Not dedi, but vps. 5~10e per vps :P

Russians Sell VPS from 3500 RUB which includes hosting + ddos protection. if you want additional proxies, one proxy costs 500-1500 RUB (depends on you want it with protection or without).
