Help Fatal Error When Running The Gameserver[Port Already In Use]

Checked if any other program was already running on that port , no results

Wrong ip configuration.

Before 2 months , when i last opened the server , everything was ok. Now , with the same settings , this error is appearing

99% some other application is using that port, OR you have telnet active on that port?

any tip on how to find out if any other app is using the port?
