The easier way to do that is by simply using the Polygonal Lasso Tool.
Select the 3 points you want to fill up and it will make a selection of the area, then just press L Shift + F5 to fill that area with color :)

Still, it's the same.. once you have selected the area press Delete :)

I mean do not resize it to circle just delete the outside of the circle you know

That's called rendering, search on Youtube about How To Render.. You'll need some skills on Pen Tool
