Any particular reason you are not using https://code.google.com/p/l2oep/source/browse/trunk/L2OFFRetail/L2C4Retail/Script/npcdata.txt? (this comes from a mixed C3 557/560/C4 656 release, which was dubbed "C4 PTS" x64 C4 leak)

 

An alternative is the ragezone live pack, which afaik is just a more complete version with fixes (a.k.a. modifications).
