Problem Need Help

i change my vps time zone and when i change it

 

i got this problems

 

some players cant use mana not all the players

they cant use it

 

and some players have skills cooldown 23 hour or 14 hour

 

and i try to change the time again some players can use it and other cant

 

so pls if u know how to fix it tell me
