- Fixed BitFlag Clan relation, to show wrong flags when clan part of an alliance.
- Fixed Leftover errors on kamaloka timing logic, to show instant zone errors on console.

Well to be honest is not a bad idea after a year or so to upgrade to gf, and after 1 year more or so to h5)

There is 0 chance for server to start december.Plans are to open beta soon, and the OBT will stay online for ~2weeks.Which sends start date to mid January.

- Changed 1 missing Fortress Ownership timercheck.
- Fixed Freight System (Test it thru, for safety). - had packet errors
- Changed MP Consumption factor counter to stay with p_preserve_abnormal active.

- Fixed Battlezone EXP loss for registered participants.
- Added code to check for reuse_delay_lock to lock reuse time regardless of normal calculation logic.

It's still closed beta. But seeing a shitload of activity in the CB section and things are looking good, so hopefully not much longer for the open beta.
