If you have fowarded port 80 (Btw if ur ISP is Otenet,its locked from the central and u have to contact the support) and have the no-ip software then yes others can access ur site.

first of all otenet blocks port 80 so they cant join to your website

 

you must open 81 and make from the diskw to listen from port 81

 

then go to no-ip.com and make no-ip adress

Go here and deactivate the otenet protection http://ps.otenet.gr/active/ServiceActivation/csAuth.jsp (you have to wait 1 day until it is switched off)

Download the no-ip client

Create an account and activate it

Install the program

Go to administration of your account and add a host

Go to the options of the program and set start on startup

Wait 5-10' and rr your program and you are ready to go ;) (don't forget to klick on the host)

If it looks like this, you simply type the no-ip <<domain>> and connect.

i type the no-ip domain instead of 127.0.0.1?

If you are from localhost, you type 127.0.0.1 in order to connect. If you want to connect from another pc, type the no-ip domain. You can type no-ip if you are from localhost too, whatever you want.
