I don't understand why staff unbanned all those people, that was biggest mistake ever!

Anyway its not my buisness to judge here but my opinion is that those people who are proven scammers should stay banned.

Doesn't metter that the account they use will not be the same they will still exists in our community, but BY unban them you actualy discount any person they scam and its not normal.
