I guess psc offline it's somehow related to the bitcoin thingy. (found some results about it)

- : Off-line = bought in shop in city

- : On-Line - you can redeem them only on your PaySafeCard account.

- : You can't use it in online shops.

I actually knew that you would probably say that, that's the only explanation that could be given to the term "offline paysafe card". (meaning bought from a offline shop)
