ClassMaster was disabled by GM

Hey guys,

 

I have a new Gracia Final Server...and i try to add Class Changer NPC but i can't fiind from where can i activate him...

 

I had spawned him...but when i click "First Class transfer" or other it keep saying me "ClassMaster was disabled by GM" and i dont know from where can i activate him..because i have searched...and...nothing until now..
