Dota 2 will not be a pay-to-win game. All the items in the store are cosmetic, and don’t affect gameplay.

All of the heroes will be available free of charge. We believe restricting player access to heroes could be destructive to game design, so it’s something we plan to avoid.

 

Seems like they put also store like LoL and HoN but the only difference is that they put all heroes for free and the items inside the store are cosmetic, which is AWESOME compared with lol/hon where you have to buy the heroes and unlock them.

Seems like only on level up or on each 1000 battlepoints achieved you get items.
