Where I can put no-ip for this text

sorry about my english it very bad...

but can I ask you some question?

this is my gameserver.properties,loginserver.properties and ipconfig.xml

this setting I can play game with lan people

but if I want someone from outside to play with.  where I need to put  no-ip to this text?
