I would guess AION in that case since it has LOTS of content and enabled you to setup your own server.

 

Thou since off is free , dont expect that much population.

FlyFF was , is and will be the best ... 2 Years Ago was in the 3 most populated . I joined in the winter went 41 level in 3 days (O.o) , but me and my friend decided to leave .. Met flyff 6 years ago , and rejoined more than 3 times .
