Avatar Problem

I try to add an avatar on my profile and there is a problem, i tried to upload it , with url and still nothing..

 

it says this:

 

An Error Has Occurred!

The attachments upload directory is not writable. Your attachment or avatar cannot be saved.

 

 

What's wrong and how can i fix it?

Try to upload the image in one hosting center like imgur.com , and then try to add the avatar via URL Version.
