TvT Event NPC

Hi i have the problem that the NPC is in my Custom NPC list and i configurate the mods.properities but in the Game and at the console it says me Cannot Find NPC 70010. And ingame it says all the Time TvT cancelled. This makes the Server lag. Can anyone help me why it dont find the NPC? The next problem is that If i search this NPC or want to spawn it per hand/command it says: Your Target cannot be found. Plz help me....
