Why am I able to connect but someone else isnt?

I have a server High Five right now. Im currently able to connect just fine. My problem is my brother can't connect at all and his host files and lineage 2 files seem to be fine. My ports are open. Im using my wan ip and local in the right spots....im just lost. my anti virus is off, so is his. Any other suggestions?

I did that. Am I missing something? This is what I get when i do ipconfig into cmd:

  IPv4 Address. . . . . . . . . . . : 192.168.2.8

  Subnet Mask . . . . . . . . . . . : 255.255.255.0

  Default Gateway . . . . . . . . . : 192.168.2.1
