if you mean html + css...? of course

If you know at least a few things about html css , using photoshop and dreamweaver...

I think that's pretty easy to modify it as you want it... i mean the logo and other stuff..

 

nice site, but personally I dislike font used in this try and "swords" in vote menu :)
