what do you mean? if u want to be fully legal u gotta buy everything you use ;3

ipbdownloads has nothing to do with mods and themes its just a mod itself that helps you keep track of space and your community and it helps you control your inner files other than that i dont think its needed to install any themes/mods.

But most of the good mods/themes are paid anyways so u gotta buy them  ;3

yeh there are free mods as well but the good ones are mostly paid thats the problem with ipb its an awesome system but its pretty expensive to build a good working forum.

anyways u can find some mods here : http://community.invisionpower.com/

and here http://www.devfuse.com/

and you can ask some things on the first site as well since they are the official forum of invision power boards ;3

No u can download them without the ipb downloads.

To be clear ipb downloads has nothing to do with mods and all this things.

IPB donwloads is a mod itself ;3
