As the subject say, is it possible to create an ingame voting system where the player will just click on an npc and it will show the vote button from hopzone ?

and after this vote, Submit prize. or something like that ..

As far as I know it's not. Lineage II doesn't support such type of HTML framing or linking.

But that's my opinion - with a huge client mod (which is illegal) you may get what you're looking for.
