no, the problem isn't there. I think I know what problem he has cause I had the same too. When you go to create account from site, to change server, there are 3 options that you can change. Well, at least at me there wasn't that option but just  my current server for example EU Nordic & East with blue letters. And you coulnd't change that.

you can change that option dask, but only if you are on the homepage... for some reason for me at least in the other pages it does not change the server from the drop down menu above , only if you go to the main page :). Try that and tell me :).

on the homepage i can change the location to west

when im going to creat account the default option is East but i click change and nothing

P.S.:Is it possible euW and NA are overcrowed and they want to send some ppl at east?

Just go to the League Of Legends page search download the game it will ask you what Server EU west or North America? Choose west create account and download the game..

      i guess loading only the effects that are needed it will maybe work, like removing from reshade shader folder the ones that are not needed, depends on the pc also i guess, also limithing the game at 30fps can be better maybe
