[help] shout timer

How can i put a timer on Shout ? i mean after someone wrote somthing on Shout ( ! )  he cannot write again 20 sec:D

FloodProtectorGlobalChatInterval  change to a bigger number 100 for example.

Don't test with GM, they are excluded from flood protections.
