Instructions:

Extract the rar into your server ( my location: C:/Program files/HLDS/cstrike )

Now open your server and connect open console and use rcon exec live.cfg or warmup.cfg or plans.cfg or knife.cfg or restart.cfg

You will see one file name commandmenu.txt copy and paste on C:/Program Files/steam/steamapps/Steam_Name/cstrike with this file you can press the button (H) in-game and you can use the cfg from there but first you have to put the rcon_password.
