[Help]How to create custom enchant

Hello guys, I was looking for an enchant system custom from ID's.

I'm freaking here, someone could help me, where I can find this code ?

I was thinking about this enchant system, like, put an armor/weapon custom and the enchant rate is less than normal armor/weapon.

The only thing I (supposed to) understood from your post, I find it illogic.
