l2e global is a pretty good server. 10x rate server .Tho alot of boxes so i'd say there are like 2k active people. http://l2e-global.com/ -
Dear users, Im looking for a server with the following: - ENGLISH COMMUNITY (MUST) - A MINIMUM OF 3000 ACTIVE PLAYERS - 20x - 100x rate - prefer up to b grade - Buffer with lvl 74 buffs (no pet buffs and resists) - Class change buyable The server can be a older server or a new coming server. haha and be one of a dozen servers? Guys i've been on the cosmic forum for some time now and i gotta say the GMs are very active, helpful and friendly! Another good reason to join!

You should check out http://l2cosmic.com/ Really promising server opening in january :). retail like server 20x-4x rates. So no hardcore lvling but still pretty normal. NO donations except for like hats etc. their post is here http://www.maxcheaters.com/topic/185738-l2j-l2cosmic/ Check out the site for much more information. They will be advertising around the globe so should be a good server to check(and stay)
